100% heighted table in 100% heighted table cell

how do I create in the "CELL1" a table "INNERTABLE"
that has the same height the CELL1 has.

I need it badly for MSIE6 with the
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">
written at6 the sart of the HTML document.

My test so far:

all fail or is it I beeing too stoopid?
