Images inside CSS....

i noticed that when i have images withing a CSS, on every visit, the
image gets loaded from the server in tags like DIV etc. while <img
src...> stuff gets loaded once and never makes another trip to server
to fetch. IS THIS COMMON ?

I see it happen in my logs, but only with IE6, and even then
only sometimes. I suspect it's a setting somewhere in the
browser.

AFAIK Safari had this problem at one time.
