Sizing background image?

Hello,
I have a background repeating image

<table style="background-image:
url('../images/KJV-BAND_SLICED_03.gif');" ...

Is there any way I can specify the size of this image? OBviously, the
size it displays at is its default. Is the only answer that I'll have
to use an image editor to scale the actual file down?

Don't use tables for layout.

Slicing up images is bad practice.

I hope that the image is a computer generated drawing type, if it's a
photograph type image then the gif format is unsuitable.

In CSS: yes.
In HTML you should also use an image editor.
