unwanted spacing between <li> elements in IE

Gecko renders the left-side #navarea as I intended, but IE6 puts about a
1em vertical gap between the <li> elements:

I have cleaned up the markup and CSS somewhat, and I'm still in the
process of doing so, but in the meantime I'm hoping that there is a fix
for this discrepancy. It seems like the navarea markup and CSS is about
as clean as it can be, but perhaps I'm still missing something. Any ideas?

In addition, I'm trying to get this page to display as a vertical blue
area, a vertical black stripe, and a white area to the right of the
stripe. These should stay that way regardless of the length of the
white area's content and should remain intact even if the page must
scroll vertically. I followed a suggestion from a ciwas regular, but
the black stripe and white area do not vertically fill the viewport as
desired.
