CSS layout/design question

Hi - sorry for the cross post. I just found this newsgroup and it is
much more suitable than the HTML group I previously posted this
question in...

Now here is the question...

I have been given this concept to turn into a full site.

I have recently been trying to design exclusively in CSS (I've taken
the intro to CSS course via HWG.org and read a couple of books, so I'm
still a newbie). The type of stuff I've done before was more CSS
friendly than this concept.

I was wondering if it would be best to create a big image of the
background and then position the text, forms, etc. over top of the
image.

Is that the best way to proceed with this concept?
Any advice, constructive critism, and any other assistance would be
greatly appreciated,
