validation error: why?

Question: Why does the W3C validator complain
three times of:

Line: 0 Context : BODY
Parse Error - [empty string]

BODY {
font-size : 100%;
background-attachment : fixed;
background-image : url(goldglow3.jpg);
background-color : #ffffff;
}

(the pages look ok)

Because its error reporting and recovery procedures are suboptimal.

If you wish to get help with your CSS code, please post the URL instead
of cutting & pasting snippets. The problem is _not_ in the snippet you
included.

of my use of unrecognized properties (they work and I like them :-)

BODY { SCROLLBAR-FACE-COLOR: #bbbb99; SCROLLBAR-TRACK-COLOR: #aaaa66;
SCROLLBAR-ARROW-COLOR: #000000;
}

and, as Jukka pointed out, not in the other body { } I posted.

simple: stupidity

Mason C well, actually the validator complained of those, then
issued a separate complaint I assumed was for something else. Validators
are stupid.
