You can place your CSS in an external file, yes. In fact that's one of
the main reasons for using CSS rather than transitional HTML. Use the
LINK element or @import. See e.g. the source of my site for an example.
But your use of the word "boiler-plate" makes me wonder if you are
actually thinking of inserting chunks of HTML. In which case you need
either preprocessing or something like SSI or PHP (server-side
processing).
