Text in .css file?


I've sensed some need for, and a hint of possibility.
With "boiler-plate" on many pages, it would be nice to
have it once in one place.

Java script can do it in a .js file. Can CSS in a .css file?

You can place your CSS in an external file, yes. In fact that's one of
the main reasons for using CSS rather than transitional HTML. Use the
LINK element or @import. See e.g. the source of my site for an example.

But your use of the word "boiler-plate" makes me wonder if you are
actually thinking of inserting chunks of HTML. In which case you need
either preprocessing or something like SSI or PHP (server-side
processing).
