Background image not displaying in Mozilla/IE

The following page should display a background image in the page header
and nav-bar:

http://www.xs4all.nl/~sbpoley/test/

Opera 7.21 displays the background image as expected, but neither
Mozilla 1.1 nor IE 6 displays the image in either DIV. The HTML and CSS
are reported valid by the W3C validators.

Can anyone suggest what the problem is?

I think the image file is corrupt.
Look at http://www.xs4all.nl/~sbpoley/test/paper1.jpg

Gives a broken image icon in IE6. Displays in Opera 7 but the bottom
half is blurry. Check that the image is okay locally and upload again.

Well spotted indeed! That was it. (It was corrupted locally as well, but
I've got hold of a decent copy now.)
