Presumably it is hiding the <BR> from ... ???
Sometimes people comment out some coding as a trial to see how they
like the result, then never get around to actually deleting it. If
it's short, there's no real problem; if it's long it will of course
make the page load slower.
Why not e-mail the page author and ask?
