Looking for a utility to convert one html to multiple htmls

Looking for a utility that convert one page html to multile html, if
possible, it's better can generate navigation menu automatically.

Also, looking for a utility convert a web site to one html page.

A number of the HTML preprocessors listed at
http://www.htmlhelp.com/links/preprocessors.html (including the iMatix
HTMLPP) can generate multiple HTML documents from a single source file, and
can generate common content like navigation links as part of the process.
