Add a scroll bar to the menu when the window size is reduced

I have a menu on the left in a ul and I want it to automatically scroll when the window size is to small to see it all. overflow shows the scroll bar all the time. I would like the scrollbar to appear and disappear automatically according to window size.
Thanks so much.
