If you're talking about your desktop, then you will have to get an image of
your page, page element, etc. To do this, you could open your page in a
browser, maximize it, take a screen shot (Print Screen) and then paste into
the image editor of your choice. Save the file and then set as your desktop.

I'm sure this isn't the best way to do it, but it is one way.

What if it has animation, for example one letter rotates. Can that still

Can what still work? Try quoting a bit of the message to which you are
replying. You don't need to quote the whole thing -- in fact, it's
best to trim it down to only the relevant bit -- but do include that bit.

You seem to be using Windows. If that is indeed the case, there is a
feature known as "Active Desktop" which allows you to do just that. You
may turn it on from the "Display Properties" window. On Windows XP, that
will under Display Properties > Desktop (tab) -> Customize Desktop.
