Seriously, if you want to take a little time, the least expensive
but biggest-bang-for-your-buck method is to work through a GOOD
tutorial and learn to hand-code. A good (not perfect, but quite
good) starting point is

Even if you decide on using some sort of WYSIWYG authoring tool,
learn the code along the way. Otherwise you're stuck with what
the machine spits out, which might not always be the best way to
do it.
