program for quickly browsing local .htm files

*** post for FREE via your newsreader at post.newsfeed.com ***

any suggestions for a simple program to browse locally-stored
..htm files?

ex. you have HTML files on your local machine. all you care
about is rendering the text. you dont want the program to go
out on the web and retrieve embedded images. and you want
something small and simple that will start up instantly.

was wondering if Netscape or MSIE have command-line options
that prevent them from following links, but am still looking.

am also thinking of piping the file through something like Lynx
and having the text come up in a nice window with scrollbars.
