Website Changed Page Upload But See OLD INSTANCE

Hi,

I am making a new website. I have booked the server space and upload
it frequently as and when I change something in my site.

The problem is:

I change something in my start.html file and upload it and when I try
to access the site I get the OLD INSTANCE of the file as it existed
before I uploaded my changed version.

Sometimes it gets refreshed automatically but most of the time it
remains in its OLD AVATAR till I have to change the name of my HTML
file.

I tried to clean the contents of my computers cache but to noavail.
Might there be some problem with the server? How do I over come this
error.

You need to clear your browser cache.

When you click on a link or enter a URL, pretty much every browser
will look to see if it has recently downloaded ("cached") that same
page. If it has, and if it doesn't have any indication the page has
expired, it will display it from memory rather than fetch it across
an Internet link which is always slower.

You have at least three options, though not every browser has every
option:

(1) Click the "refresh" button while viewing the unchanged page. On
some browsers you need to hold down the Ctrl or Shift button while
doing this. Read your browser's help file (if any), or experiment.

(2) Clear the browser's cache while on some _other_ page, then
revisit the new page.

(3) Set your browser preferences to retrieve pages every time you
view them and not to use the cache at all.

Because the older version is cached by a transparent proxy server,
perhaps being used by your ISP.
From the main page of my website:

My ISP, Shaw, uses transparent proxy servers to cache member webpages.
Unfortunately they do not provide the means for webpage authors to have
proper control over how their webpages are cached(i.e. HTTP Expires and
Cache-Control headers), therefore you may sometimes see outdated pages.
It's always a good idea to force your browser to ask for a fresh copy of
the page. The method to do this varies with the browser, but is usually
either the Control or Shift key along with either F5 or the browser's
reload or refresh button.
