Hello,
I was wondering how to do percentage widths for tables. I thought
simply having the width="15%" would do it. I had it so that there is
only one row, and three data cells. Each cell were set to 15%, 70%
and 15%, table width=100%.
In theory, that should work,
It works fine in opera, but not in IE. Can someone please help me?

For starters, there are some pretty serious markup errors there. I see
new <html>, <title>, and <body> elements *within* the table, so
whatever the browser should do with that is unclear to me.
Also, your total image widths that you have specified won't fit within
a 800px wide window, no matter what perecentage they add up to. (and,
.... oh dear. You are rescaling your images in html instead using
small versions. Make them physically smaller, and get their fiel sized
down, too -- it looks like you have over 300KB of images. But I
digress...)
