href links make frame flash white

Can anyone tell me why an href will make a frame flash white when
every attribute about the BG color is set to be black #000000?

when it changes frame locations it is flashing white but the
background is all black, so it looks bad. I am using simple <a
href="#"> tags

Is there a way to fix this?

What links? I only see 4 boxes with the "Click here to get the
plugin" messages.

Don't use frames. Don't meaningless links (<a href="#"> does
nothing). Don't rely on Flash for navigation, or for anything that
html can do. Do validate your markup.
