The gray horizontal lines are done as a 10x3 pixel gif file where the colors
are as follows: (g=gray and w=white)

The blue upper logo, named bottomline.jpg was most likely done in Photoshop.
There are several freeware filters that let you do that sort of thing. Or you
can do it yourself like they did. They used three shades of blue to accomplish
this
R G B
Blue1= 31 46 103
Blue2= 31 47 96
Blue3= 70 89 132
Just draw a single pixel line with each of those colors and alternate them.
