How can I change the color of inactive scroll bars

Hi Everyone,

I know you can change the color of the scroll bars using javascript or
css.

But pretend you have the following frame:
<frame name="body" scrolling="yes" noresize src="start.htm">

You would always have a scroll bar present but depending on the size
of the page, not always active.

I want to be able to change the color of this scroll bar when it is
inactive, but when it is active left the color as default.

It that possible??

Only in browsers that let site authors muck around with things outside
the page itself.

You really shouldn't be using frames any more, this technology is on its way
out.

The company that invented them stopped using them after six months. That was
about half a decade ago.
