multiple SUBMITs, multiple TEXTs... return still equals submit! Why???

This is driving me nuts. I don't want to have to do hokey Javascript
magic to make it go away, so please, help me. I have a form with two
SUBMIT buttons three lines of TEXT inputs... but pressing [Return] in
any of them causes the form to act as if the first SUBMIT button was
pressed.

I'm seeing this in Mozilla 1.1 and IE 6.0. I thought the convention was
that [Return] == SUBMIT if and only if the form consisted of a single
TEXT input.

That was the original idea, but Microsoft messed it up.
