Sorry to be blunt but you have come to the wrong place to get praise.
If you want constructive critism, then you are in luck, as I'm sure that
alot of people will have something to say about the design.

It actually looks BETTER with the CSS turned off! Lose the red/blue colour
scheme.

Not sure about about the accessability, but the site looks like it took 2.3mins to knock up in M$ Runtpage.
Did this in HTML-Kit. Had to use Frontpage once at work, hated it.
I could have "knocked this up" in Frontpage, but the code would have
bigger (and probably less compliant). What browser did you use?

Fair enough, I want constructive criticism. So what would you suggest -
keeping in mind I am stuck with the red-blue colour scheme (it is used

Your use of the word bugger on the 404 page seems to me as totally inappropriate and insulting from a site which is trying to draw attention to the plight of abused persons. Maybe the word has a different meaning to you, but in this part of the world it describes an activity you would rightly abhor!

whenever things go wrong, and was used to great humorous effect by
Toyota in their prime time TV commercials. It has long lost whatever
original offensive meaning it originally had, which appears not to be the case
in your part of the world!
