Applications made on HTML.

Generally, I make basic websites on HTML. And mainly download templates and edit. I can't understand how to edit CSS file. This is not the issue, I can learn it if I keep going over it.
The main problem, people make many applications in websites. I have seen many. Example like this form. When I ask a question then a new webpage is created with a unique address. How is it done? How does it store the data and where does it store the data? How to maintain the same page format in every new creations. I will be too eagar to know this.

No, there is no new webpage created,
All pages here look the same.

The content of the page is dynamically fetched from a database (based on the 'unique address')
