What is responsive web design?

Our system administrator suggested we try not to build app for each mobile device instead use responsive web design and build for mobile web?

What is it? How does one implement it?

There is plenty of info on that subject out there. Have you done any research on this before now?

The Mozilla docs list a few good resources on the subject, and Microsoft (MSDN) has an article on this as well.

There is also a good article on A List Apart worth checking out.

I assume I don't have to mention Wikipedia, which also has an entry on this?
