Semi-fixed background image

I've got a fairly tall background image which I want people to be able to see the lower parts of it when they scroll but I want the bottom of the background to act as fixed when they reach the bottom of the image. Is there a way the achieve this in CSS.

If it can't be done using CSS, I'm willing to use Javascript.

Any ideas. If it isn't possible could someone at least tell me. I'd have thought it would be the sort of thing to be included in CSS3.
