HTML formatting

I'm trying to add a border with background color, to a picture and text with bulletin points on a Weebly platform, that allows customization through an html element. Therefore, i found the right code, which works on my other weebly sites, however, loses formation on one of my sites. The code (see below) works fine, however on one of my websites (, it loses formatting and the bulletin points are removed.

that list does have bullet point in my browser
