HTML scrollbar

HI, was wondering if there is anyway one can set the default location of a scroll bar when using HTML?

They are placed automatically depending on the area that is restricted.

If the content is wider than the restricted area, a horizontal bar will be placed at the bottom.

If the content is longer than the restricted area, then a vertical bar will be placed on the right.
