navigation bar breaks in IE even after adding <!DOCTYPE html>

Hello guys please help with this i created a navigation bar in photoshop and and i placed it on my website(which is still under construction but you can view it www.healthaccesstz.org)the navigation bar works well with other browsers but when it comes to internet explorer its only the homepage(index page) that works but when you navigate to other links it desplays a distorted(broken view) i have tried using <!DOCTYPE html> but it has not responded can someone helpout with? is there a way to solve this? please help!

i created a navigation bar in photoshop
that's not how a navigation bar is created. when looking at your code it becomes apparent since the submenues are nothing but pictures.

check out the Suckerfish Dropdown (that's the navigation bar system you try to use). it's tested and works even in IE.

yes you might be right dormilic, afterall am still new in webdesigning and i just got the idea from creeregroup they did that and it worked well.But i wanted to know why does it work well in the homepage(index page)and not other pages this confuses me. and by looking at surkerfish the hover to me works well. please help again.
