How to get a looping animated gif to start on random frames

Hi,

Not sure what sort of coding I'd need to achieve this with, which is why I categorized as "Miscellaneous"...

I have an animated gif with around 1000 frames and I'm using it looped & tiled for the background of a site. Every time the site loads the gif starts on the first frame. But I want to have the gif to start at random frames every time the site loads. Is there any way that I can achieve this??

Thanks!

Note: I'm open to Java/whatever language I need, doesn't have to be CSS/HTML.
