Merging CSS with MS Excel

Can I use CSS to create style sheets in MS Excel having forms and labels? I am attaching here a sample Excel file here...just have a look and guide if this thing can be created using CSS? My motive is to merge the features of CSS in a Excel file.

CSS styles other elements but creates none on its own so, no, you cannot create an excel file with CSS.
