Text border color?

Just started doing some HTML, and i was wondering if there is anyway of me giving my text a border of another colour and another color within the text itself.
Because i have a background and no colour really fits well because it kinda fades in the background. So having a border around the text itself would solve that.
And if there is a way to solve this i CSS, post the whooolle code for that then. :P Thanks in advance
