How to rotate pictures in HTML?

Hello, my full question is, is there a command that changes the image in a html "window" every time I open it?

No there isn't a HTML command or syntax that does that.

You would have to use a client side scripting language like Javascript or Flash.

You can also use a server side language like ASP, PHP or Ruby on Rails to display a different image on every request.
