How to fix "Parse error: syntax error, unexpected T_STRING " error?

I am fairly new at this and I am I am receiving this error code:

Parse error: syntax error, unexpected T_STRING in /home/brooks/christinalbrooks-www/index.html on line 1

for this code:

I have been unable to find my error. Please help!

In your doctype, there's a stray '3'.
