I am testing a web page under development using IIS. The localhost URL is pointed to the folder on my hard drive containing the code in question. The index.html file defines a frameset containing 3 vertical frames. The left and right frames display correctly in all browsers, the center frame displays correctly in all BUT Firefox (all being IE8, Chrome and Opera). In Firefox the frame is gibberish with what appear to be Asian characters predominant. HTML files available on request.

Thank you for those screenshots. Quite the odd problem.
The only thing I can think of so far is that the utf-16 character encoding doesn't play well with firefox. Try changing that to utf-8 and see if that has any effect.
