How to bookmark layered web pages.

The Oklahoma City electrical permits web pages are located at http://www.okc.gov/access/. If I go to this page, it comes up as a search permit records page. As I click the search button and continue through the next few pages entering my construction site address or my contractor license information, it will eventually lead me to my permits for viewing. (It's all public access information, nothing funny going on) What my problem is: each new page that the process leads me to, all have the very same http://www.okc.gov/access/ in the address bar even though they are showing up on screen as different pages. I want to bookmark a page about 3 layers deep in this information gathering process that shows all my open permits so that I do not have to go through all the menus every time. Why does the address stay the same even though the page content is changing? And is there a way to bookmark one of these pages without it taking me back to the original page content?

The page is using javascript to access those pages but doing you no favor. This is poor planning on the implementor. I don't know a reason for that but, no, you can't bookmark it since it's fetched programmitacly.

Firefox has a few extensions that would allow you to save the page you're viewing as a pdf file or the complete page. Chrome does, too.

EDIT: I tried the one in Chrome but, as I thought, it can't fetch the page either. Sorry.
