Page Length

I made this page using a free html editor called formbreeze. The issue is
1) There is a whole bunch of white space at the end of the page that I cannot seem to figure how to get rid of
2) I have mozilla 2.0.016 and explorer 6.0.2900. The page elements appear in different places on the screen in each browser so I don't know exactly how to make them consistent with eachother.

Thanks for answering. I already tried removing those 19 lines and nothing happened. It is uncanny. Can I specify page length with a tag of some sort. That is all I can think of. By the way what is the purpose of HTML Markup?
