How does one work?

I thought of putting them in a data base, but not my strong point.

Doing it for a list of ppl is one thing, but photo's is another

I should note the photo's could show up with the same number since I
change cameras or it ended up been reset. That one reason for folders.
I can go back and renumber them manual other than time doing it
I have full control over the server
