Encoding question

Hello,
I've got a simple problem with encoding:
every in my browser is seen as a strange A, a ? or a square, I know this depends on page encoding but this is my header...
Expand|Select|Wrap|Line Numbers

Utf-8 and latin-1 aren't working too.
Have you got any hing about I solving this problem?

Sorry stupid question, problem solved, I had a problem with base64 encode that didn't support utf-8.

Usually, you want the charset to say utf-8 I thought, even thought w3.org's validator says that some older browsers and computers might not see the webpage properly, or something like that.
