There already is an article written about doctypes in the Howto section. That link provides bad suggestions concerning doctypes and I would ignore it. They suggest using transitional so they can get away with bad markup.

The ONLY doctype people should use nowadays for new web pages is HTML 4.01 Strict or XHTML Strict (and I am not so confident in the XHTML one). There is NO need for ANY other (special case, frameset for frames) and, in fact, it would be WRONG to do so.
