What does it mean and why i sholud put this in my site and is it safe to put it in my site

I have never heard of a matatag name nor of the content =="0.0.1.3.1.15.2.2.2"

maybe they meant maga tag which are use to description, and or keywords to describe about your site, company.

Who told you about the content part.

I'm sure you mean <meta name="webdirectoryname" content="0.0.1.3.1.15.2.2.2">

It's simply a 'meta tag' to describe content that some program will read when they access your web site. The name for the data is 'webdirectoryname' and the content is that number string.

It does nothing and means nothing to anyone else.
