CSS highlight text with mouse

I have no idea how to even phrase this.. I assume this is something easy.

just an example. When you highlight text with your mouse (as if you were going to copy the text) it only highlights the letters and not the big bold blue box around.

I assume this achieved using CSS. can anyone explain!?
