Meta Refresh is your friend.

Im not going to write a whole article about it.

<meta http-equiv="refresh" content="60">
will refresh the page in 60 seconds.

You can also use javascript;

Alternatively you could have a javascript that polls the server every x seconds, and checks to see if the file has changed, then forces a page reload.

I personally would just use an ajax call to the server for the latest image, but thats beyond the scope of being answered in the rest of my lunch break.
