how to align the page according to the viewer's resolution

hi can you please tell me how to align a webpage according to the viewer's resolutions. tks

html/css cannot do this, unless you mean centering the page according to the browser size.

Horizontally is easy with CSS in most cases. To the outer most container:
#container{
margin:0 auto;
}

Vertical centering is more complicated.
