controlling a <select> scrolling region

I would like to force the flow of the scrolling of the options listed in a drop down menu, <select>, from top to bottom without allowing bottom up scroll to appear; furthermore I need also to control the number of options visible in the default scroll region in the <select> to a fixed number of items or a fixed region in px.
Anybody can help me ?

Actually Iam not getting ur problem exactly,
