IE 7 ignores page-break-before for long tables

Internet Explorer 7 ignores "page-break-before: always"
for long tables.
http://www.unics.uni-hannover.de/nhtcapri/ie7-bugs.html

"Page-break-before: always" is recognized only if the table
is short enough to fit on one page.
