Web dezineing question

Hello everyone,
I always wondered how can I take a picture, and put it as background
in exactly the size the user has.
How do I do it?
And how can I make colors that I can see throw them? Like backgrounds
(for tables and stuff. (..
I saw all of these things in http://thevistaforums.com/ and didn't
understand how...
I think they are using JS, but there are so many that we didn't
understand...

As users are generally bigger than their monitors, this would be very
hard. ;)
