Usually a registration form collects data and stores it somewhere on the server.

The HTML part is not the most difficult part of the form. Just some <input> statements within a <form>. But it 'stays' on the client. Even the validation can be done at the client e.g. using JavaScript.

But to store the data on the server in a file or data base you need a server side language to accomplish that. There are plenty server languages, but I'd prefer PHP.

So you'll have to learn and use a server side language.
