Work in all browses except Opera

Im having problem with CSS in the page how can i solve this problem that is my page any one can look to my html & css. it works fine in Internet Explorer and Mozilla Firefox except Opera

I'm having two menus i want to float one to the right and the other to the left .they are contained in div tag with border when i flot them the border became above them only in Opera browser how i can solve this problem?
