Problems with IE7 not responding to external style sheet

I have been having problems with IE 7 not responding to changes in the style sheet it is linked to. My problem is that my site looks good in Firefox, and was looking good in ie7 via an [if IE 7] statement linking to an ie7.css page. I then created a ie.css page for other versions of ie to get ie6 looking ok using [if lte IE 6] and link. Now I have the layout I want for ie6 and firefox, but ie7 has a gap between the navbar and the body, and nothing i change in my ie7.css sheet will affect it. I have tried removing the [if lte ie6], but that does not work. I have looked for two days now for something on the web related to this problem and have had no luck. If you have any idea's, please help. Thanks.

100 what? You missed the percent sign but it doesn't matter because html, by default, is 100% height and width.

You have two doctype declarations and its associated header files.

Thanks. Ok, so I added the %, and removed one of the doctype declarations. Still IE7 doesn't recognize changes made in ie7.css. Do i have my [if] statements in the right order and will they all work together? I'm thinking it must be something on the page itself because the .css page is very similar to the other two i'm using for other browsers. Anything else that looks wrong?
