File Download Problem

Hi i want to develop a web page that contains unicode for non-english language. Now the problem is that either i use .eot or pfr for fonts ... im still facing problems in this scenario , so i want to give user an option to download the .ttf file.. but this has to be a simple OK-Cancel dialog box.. i dont want to give user the option to save files in Fonts folder instead i want to save the file in that folder as soon as client press OK.. im not using php or ne other server side scripting .. it's simple static web site . can u guide me what to do.. should i use javascript ? i've researched a lot in this regard but still no results :( how to deal with this problem as the events cant be trapped for File Download dialog box. if i have to make a link myself and specify the events , then plz tell me the code as well or any tutorial etc for file download, i dont know how to download a file other than <a href=""> tag , if u know ne plz tell me ... , should i make ne activeX control and use anything like preLoader and access the file from Cache .??? plz help
