What is the difference between a "A" and "TD A" definition ?

In my CSS stylesheet I can define e.g.

A { FONT-WEIGHT: bold; FONT-SIZE: 16px; }

and

TD A { FONT-WEIGHT: bold; FONT-SIZE: 12px; }

What is the difference for a HTML code like
<TABLE>
<TR><TD><A HREF="....">click here</A></TD></TR>
</TABLE>

How is "click here" displayed when both CSS defintions are declared: With 16px or 12px ?

Which one has priority
